Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine would suggest that the Parliament scrutinizes the Revision of the Budget Code of Ukraine with the Motions of the Association of the Local Self-Governing and Consultative Council on Local Self-Governing Matters under the Supervision of the Chairman of the Verkhovna Rada of Ukraine

V. Lytvyn announced that while elaborating the new revision of the Budget Code "motions and propositions were expressed by the Association of the Local Self-Governing and Consultative Council on Local Self-Governing Matters under the Supervision of the Chairman of the Verkhovna Rada of Ukraine", adding that he has an intention to suggest the final variant for the scrutiny of the Parliament during the next plenary week.

The main principle of these propositions is in formation of the budget from "bottom to the top", and in strict defining what taxes and in what rates are left on the places.

In particular according to V. Lytvyn, it is suggested that 90% of funds from the environmental charge remain in the local society and 10% - to the central Budget. Today the situation is observed vice versa.

V. Lytvyn declared that he had a conversation with the Prime-Minister of Ukraine concerning the necessity of the adoption of the Budget Code first of all and only then the principle directions of the budget policy should be worked out. "I support such an approach only with one condition: the resolution concerning the Code should be supported by the Verkhovna Rada and President, consequently it should be apprehensible, clear and objective document", - he declared.

Still, V. Lytvyn declared that non-adoption of the revision of the Budget Code "should not be and indulgence concerning the work on the Budget for the newt year now".
